This first verified slice indexes every Periodic Transaction Report reference in the House Clerk’s annual files from 2012 through 2026. Individual trades and pattern results stay unpublished until the underlying documents, amendments, identities, and asset matches pass review.

EXPLAINABLE BEHAVIOR MAPS

The first algorithm groups reviewed purchase, sale, or exchange rows by normalized security and tests fixed calendar windows. It counts distinct officials—not repeat trades by one person—and exposes every included filing.
Preserve the asset name exactly as filed, then map ticker, issuer, CIK, asset type, and corporate-action history with a confidence state.
Default pilot: at least three distinct officials reporting the same direction in the same security within fourteen calendar days.
An official-to-official edge exists only when both appear in the same reviewed pattern. Edge weight equals shared pattern count.
Reports can arrive weeks after the transaction, values are ranges, spouse and dependent holdings are distinct, and correlation does not establish cause.

The House publishes annual metadata indexes and linked filing documents. Senate reports are available through eFD Search with a public-use acknowledgement; that adapter remains gated pending a terms, access, and preservation review.
COMMERCIAL PRODUCT BOUNDARY
Charge for the research workflow—not an unsupported accusation.
House and Senate guidance prohibits commercial use of financial disclosure reports except by news and communications media disseminating them to the general public. Before introducing a paid tier, counsel should review the product structure and the statutory exception. The defensible premium layer is original tooling: saved research workspaces, alerts when official filings appear, version comparisons, explainable pattern notebooks, licensed market context, exports, and API access—while official records, methodology, corrections, and evidence links remain visible.
