WHAT IS INDEXED

Every row in the captured FEC committee master for the two-year cycle, enriched only with the captured FEC lobbyist/registrant-PAC statement file.

WHAT IS NOT CLAIMED

Inclusion does not prove that a committee is currently active, that a connected organization directed a transaction, or that a contribution caused an official action. The lobbyist/registrant-PAC lens uses only committee-master designation B; dated status events are shown as history and never converted into an undated current-state claim.

SOURCE EDITIONS, PRIVACY, AND UNMATCHED STATUS FILES

The public index excludes treasurer name, street address lines, city, state, ZIP code. The lobbyist/registrant-PAC filter is based only on designation B in the captured committee master. The separate status history contains 2,759 committee IDs and 13,983 dated events. This cycle’s master attaches 11,182 events; 2,801 events across 1,204 historical-only IDs remain in the raw captured source. Latest-captured-date event summaries are evidence navigation, not a derived current state; conflicting same-date events are shown as ambiguous.

01Lobbying expenditure

Money reported for attempts to influence covered federal officials. It is not a payment to a candidate.

02PAC contribution

A regulated transfer from a political committee. Limits and reporting rules depend on the committee and election.

03Conduit / earmark

A donor’s contribution transmitted through an intermediary. The conduit does not become the underlying donor.

04Independent expenditure

Spending that supports or opposes a candidate and is reported as not coordinated with the candidate or campaign.

ONE NAME / MULTIPLE LEGAL RECORDS

Never merge the entities.

An advocacy organization, its connected PAC, and an independent-expenditure committee can appear in different databases under different laws. The ledger keeps their money and actions separate.

A recipient total can combine a PAC’s own contribution with member-earmarked money transmitted through the PAC. Open the transaction file to distinguish the underlying records. “Reported flow” is not synonymous with “money controlled by AIPAC.”
